MÜLTECİ ÖĞRENCİLERİN EĞİTİM SİSTEMİNE UYUMU İLE İLGİLİ 2019-1-TR01-KA101-064444 NO'LU ''BİZ SİZİN YÜREĞİNİZE GÖÇ ETTİK'' PROJESİ HAREKETLİLİK FALİYET RAPORUDUR.
Selçuklu Mehmet Ali Atiker İmam Hatip Ortaokulu olarak eğitim- öğretime başladığımız yıllarda, eğitim sistemimiz içinde hiç mülteci öğrencimiz bulunmazken, 2011 yılında komşumuz Suriye'de başlayan iç savaş sebebiyle ülkemiz yoğun bir mülteci göçü gerçekleşmiştir. 2017-2018 Eğitim- Öğretim yılında bu sayı 40'a ulaşmış, 2018 -2019 yılında ise 64'ü bulmuştur.
2018-2019 Öğretim yılı sene başı Rehberlik Hizmetleri Yürütme Kurulu toplantısında, okul Rehberlik Servisi tarafından tüm paydaşlarımızın katılımıyla yapılan anket ve taramalar sonucunda, okulumuzun en temel sorununun mülteci öğrencilerin eğitim sistemimiz içerisinde yaşadıkları ve diğer öğrencilerimize de olumsuz olarak sirayet eden uyum problemi olduğu görülmüştür. Bu nedenle okulumuzda ön çalışmasını yaptığımız ve e-twinning projesi ile desteklediğimiz mülteci öğrencilerin eğitim sistemindeki yeri konusunu, Erasmus+ projesine taşıyarak, okulumuzda ihtiyaçtan doğan bu soruna çözümler bulmayı hedefledik. Buradan hareketle 2019 Teklif döneminde Avrupa Birliği ve Türkiye Ulusal Ajansı tarafından desteklenen 2019-1-TR01-KA101-064444 numaralı projemiz, Avrupa'da mülteci öğrencilere uygulanan akademik ve psikolojik yaklaşımları incelemek adına 6 öğretmen ve 2 idareci olmak üzere, 17-23 Şubat 2020 tarihlerinde Avusturya'nın başkenti Viyana'da 7 günlük eğitim faaliyetine katılmışlardır.
7 gün süren yoğun kurs eğitiminde, Avusturya'daki eğitim sisteminde 3-5 yaş arası anaokuluna; 6-14 yaş ortaöğretime devam eden öğrencilerin lise eğitimine gitmelerinin zorunlu olmadığını ve isteyen öğrencilerin mesleki eğitime devam ettiğini; ülkenin mesleki eğitimi çok desteklediğini gözlemledik.
Tüm dünyada olduğu gibi Avusturya'nın da eğitim sistemi içerisinde birçok mülteci öğrenci bulunmaktadır. Avusturya eğitim sistemi, mülteci öğrencileri 2 sene boyunca nottan muaf tutarak sistemin içinde tutmaktadır. Öğrencilerin yoğun bir şekilde Almancaya maruz kalmalarını sağlamaktadırlar. Eğitim sistemi içinde 'Bilinçli Bir Dil Eğitimi' konusunda hassas davrandıklarını ve dili turistik sebeplerle değil zorunlu olarak öğrenmeyi hedeflediklerini gözlemledik. Eğer bir okulda mülteci öğrenci sayısı fazla ise ayrı bir mülteci sınıfı oluşturuluyor; şayet birkaç mülteci öğrenci varsa diğer öğrencilerin içerisinde uyum sağlaması sağlanıyor.
Eğitim sistemi içinde ''Social Workers'' adı verilen eğitimci ya da psikolojik danışmaların, okullardaki ayrı mekanlarda ve birer danışman öğretmen eşliğinde, mülteci öğrencilerin psikolojik sorunlarıyla ilgilenildiğini gözlemledik.
Mülteci öğrencilere yardımcı olmak adına 'Buddy Project' adı verilen proje ile, mülteci öğrenciden yaşça büyük bir lise ya da üniversite öğrencisinin, mülteci öğrenci ile ilgilenmesi sağlanıyor. Örneğin, bir üniversite öğrencisi mülteci öğrenci ile haftada iki saat buluşuyor; sohbet ediyorlar ve birlikte vakit geçiriyorlar. Böylece, bu proje ile mülteci öğrencinin dilsel sorunlarına yardımcı olunurken, psikolojik olarak da özgüven geliştirmesi hedefleniyor. Bu projede gönüllü çalışan üniversite öğrencisine, üniversitede 6 kredi ( Ects points) verilerek, onun da teşvik edilmesi sağlanıyor.
Alınan eğitim, mülteci öğrencilerin ırkçılığa maruz kalmadan da bazı önlemler alınarak, onları eğitim sistemine dahil etmenin birçok sorunu önceden halledeceğini öngörüyor. Avrupa'da mülteci öğrencilere okullarda, diğer öğrenciler tarafından ikinci plana düşürüldüklerini fark edilen konularda, o kavramları yücelterek aradaki uçurumun azaltması hedeflenmektedir. Örneğin, Avusturya'da Türkçe konuştuğu için arkadaşları tarafından dışlanan bir mülteci öğrenci gören öğretmen, ''Haftaya okulumuzda Türkçe kursu başlıyor'' diyerek ve bunu hayata geçirerek, ikinci plana itilen dil konusunu yüceltebilmektedir. Böylece, okuldaki Avusturyalı öğrencilerin önyargılarını kırmalarına yardımcı olabilmektedir.
'Open School ' sistemi ile mülteci öğrencilerin en iyi yaptıkları etkinlikleri, sınıftaki diğer arkadaşlarına öğretmelerinin sağlanmasının, onları sisteme dahil etmenin en iyi yöntemlerinden biri olduğunu öğrendik. Örneğin, mülteci bir öğrenci çok iyi uçurtma yapabiliyorsa, bu yeteneğini diğer arkadaşlarına transfer etmesini sağlayarak, ona bir kimlik kazandırma, kendini gerçekleştirmesine faydalı olacağını öğrendik.
Spor etkinliklerinin, mülteci ve diğer öğrencileri bir araya getirmedeki uygun yöntemlerden biri olduğunu gözlemledik. Ancak burada mülteci öğrenci mevcut takımların içine dahil edilmemeli, tüm öğrencilerin eşit şartlarda takım kurmalarına izin verilmeli; hepsi eşit söz sahibi olmalıdırlar.
Mülteci öğrencilerin ailelerine destek olmak adına Avusturya hükümetinin ''Mama Lernt Deutch'' projesi geliştirdiğini gözlemledik. Dilsel ırkçılığa maruz kalmamaları adına mülteci annelere dil eğitimi veriliyor ve bu esnada küçük çocuğu bulunan annelere bakıcı desteği sağlanmaktadır. 'Garbaraj System' ile ortak olarak alınan dikiş makineleriyle, mülteci ailelerin sosyal bir ortamda bir araya gelmeleri sağlanıyor. Böylece hem diktikleri giysileri kullanabilen mülteci kadınlar, başka insanlarla sosyalleşme imkanı da bulabilmektedirler.
Okulda ırkçılığa karşı ortak bir tavrın çok önemli olduğunu, öğrencisiyle, öğretmeniyle, velisiyle ceplerinde acılar biriktiren mülteci öğrencilere anlayışlı ve net kuralları olan ortak bir tavrın gösterilmesinin, onlara eğitim sistemi içinde aidiyet duygusunu pekiştireceğini öğrendik.
Eğitimiz sırasında kurum ziyaretlerinde bulunduk. Viyana'da mülteci öğrencilerin yoğun bulunduğu 'Schule der Stadt Wien' okulunu ziyaret ettik; idarecileri ve öğretmenleriyle sohbet etmek imkanı bulduk. Mülteci öğrencileri okullarında sisteme nasıl dahil ettiklerini, dilsel sorunlarla nasıl başa çıktıklarını, psikolojik olarak doğru yaklaşım yöntemlerini onlarla istişare ettik. Eğitim politikaları hakkında sorular sorarak, kendi eğitim politikamızla karşılaştırma imkanı bulduk. Mülteci öğrencilerin eğitim sistemi içinde bazı uygulamaların farklılık gösterdiğini gözlemledik. Örneğin, mülteci öğrencilerin okul içinde kendi anadillerini konuşmalarına izin verilmiyor ve dile sürekli maruz kalarak Almanca öğrenmeleri sağlanıyor. Mülteci öğrencilerin ailelilerin dil öğrenmesi için, küçük çocuklara bakıcı desteği sağlanıyor. Okulda şiddet eğilimi olan öğrenciler, bir hafta ayrı bir sınıfta tek başlarına bir hoca ile eğitim görerek, yaptığı davranışın sebeplerini sorgulaması sağlanıyor. Sportif faaliyetlerde, mülteci öğrencilerin çok başarılı olduklarını ve kendilerini spor ile ifade etmeye çalıştıklarını gözlemledik. Viyana'da ziyaret ettiğimiz okulda, öncelikle dilsel ve davranışsal sorunların giderilmeye çalışıldığını gözlemledik.
Diğer bir kurum ziyaretimiz, kurs eğitmenimizin gönüllü olarak mülteciler için açtığı küçük bir vakıftı. Vakfın giderleri gönüllüler tarafından karşılanmaktaydı. Vakıfta oturma grupları, kütüphane, dikiş makineleri, spor aletleri, bisikletler gördük. İsteyen mültecilerin buraya gelerek, yemek yiyebildiğini, kitap okuyabildiğini ve sosyalleşebildiğini ifade ettiler. Ayrıca gönüllü öğretmenlerin, mülteci ailelere dersler vererek dilsel destek sağlandığını da ifade ettiler. Bu vakıfta tanıştığımız Afrikalı bir mülteci üniversite öğrencisi bu vakıf sayesinde sokaklarda kalmadığını, oturma izni alana kadar vakfın fiziksel ve dilsel ihtiyaçlarına katkı sağlandığını ifade etti. Somut bir örnekle karşılaşmak bize mülteci duygusunu kavramımıza daha çok katkı sağladı.
Proje katılımcılarımızın hareketlilik öncesinde almış oldukları dilsel eğitim ve hareketlilik esnasındaki dilsel ve kültürel etkileşim, Avrupa kültürü farkındalığı kazandırmıştır. Yapılan müze ziyaretleri, Viyana'da kendi kültürümüzden bulduğumuz izler, kültürel farkındalık yaratmıştır.
Hem aldığımız eğitimlerde hem de ziyaret ettiğimiz kurumlarda görmüş olduk ki mülteci öğrencilerin temel sorunlarından biri dilsel problemleridir. Kendilerini ifade edemeyen öğrenciler, bir süre sonra uyumsuzluk ve şiddet eğilimi göstermektedir. Onları eğitim sistemine dahil etmek için hoşgörülü ve istikrarlı davranmalı, grup çalışmalarında onlara yer vermeli; sorumluluk vererek özgüven ve aidiyet kazanmalarını sağlamalı; sportif ve sosyal etkinliklere onları dahil etmeli; ve onlara psikolojik olarak destek sağlamalıyız.
Projemiz ile Avrupa'daki eğitim sistemi içinde mülteci öğrencilerin akademik ve psikolojik iyi uygulama örneklerini ve eğitim yaklaşımları tanıdık. Bunları kurumumuza uyarlayarak, okul kültürümüzde tek olmayı; mülteci öğrencilerimizin bizden ayrı değil 'biz' oldukları bilincini tüm okulumuzda yaygınlaştırmayı hedefliyoruz. Kazanımlarımızı okulumuz stratejik planına dahil ederek; ilimiz, ilçemiz ve ülkemiz genelinde duyurarak, yaygınlaştırma çalışmalarımızı her daim canlı tutmayı hedefliyoruz.
'WE MIGRATED TO YOUR HEART' PROJECT 2019-1-TR01-KA101-064444 ON THE INTEGRATION OF REFUGEE STUDENTS INTO THE EDUCATION SYSTEM THE MOBILITY REPORT.
In the years we started education as Seljuk Mehmet Ali Atiker Imam Hatip Secondary School, while there were no refugee students in our education system, there was an intense refugee exodus in our country due to the civil war that started in our neighbor Syria in 2011. In the 2017-2018 academic year, this number reached 40, and in 2018 -2019, it reached 64.
2018-2019 academic year, at the executive committee meeting per year for counseling services, school guidance by the service as a result of the survey and the surveys with the participation of all our stakeholders, the main problem of our school is that the refugee students in our education system and the adaptation problem that spreads negatively to our other students. Therefore, we aimed to find solutions to this problem arising from the need in our school by moving the issue of the place of refugee students in the education system, which we did preliminary work on in our school and supported with the e-twinning project, to Erasmus+ project. As a result, in the 2019 proposal Period, Project 2019-1-TR01-KA101-064444 supported by the European Union and the National Agency of Turkey, 6 teachers and 2 administrators participated in a 7-day training activity in Vienna, the capital of Austria, on 17-23 February 2020 to examine the academic and psychological approaches applied to refugee students in Europe.
We observed that in the Austrian education system, it is not mandatory for students who attend kindergarten between 3-5 years and secondary school between 6-14 years to attend high school and that students who want to continue vocational education. The country is very supportive of vocational education.
As in the whole world, there are many refugee students in Austria's education system. The Austrian education system keeps refugee students in the system by exempting them from grades for 2 years. They enable students to be heavily exposed to German. We observed that they were sensitive about 'conscious language education' within the education system and they aimed to teach the language but not only touristic reasons. If there are too many refugee students in one school, a separate refugee class is created; if there are a few refugee students, they are expected to adapt in normal classes.
Within the education system, we observed that educators or psychological counselling, called 'Social Workers', were dealt with the psychological problems of refugee students in separate places in schools and accompanied by a consultant teacher.
In order to help refugee students, the project called 'Buddy Project' enables a high school or university student who is older than the refugee student to take care of the refugee student. For example, a university student meets with a refugee student for two hours a week; they chat and spend time together. Thus, this project aims to help refugee students with their linguistic problems while also developing self-confidence psychologically. In this project, 6 credits ( Ects points) are given to the university students who work voluntarily in this projects and they are encouraged.
It predicts that incorporating refugee students into the education system will solve many problems in advance, with some measures also taking place without exposing them to racism. In Europe, it is aimed to reduce the gap between refugee students in schools by glorifying those concepts on issues where they are perceived to be second-placed by other students. For instance, the teacher who saw a student excluded for speaking Turkish, can say 'Next week the Turkish course starts in our school' and by implementing this, the second-priority language issue can glorify. Thus, it can help the Austrian students breaking their prejudices about Turkish speaking refugees.
With the 'Open School' system, we have learned that providing refugee students to teach their best activities to other friends in the class is one of the best ways to incorporate them into the system. For example, we know that if a refugee student can fly a kite very well, it would be beneficial for him to gain an identity, to perform himself, by enabling him to transfer this ability to his other friends.
We observed that sporting events are one of the appropriate methods of bringing refugees and other students together. Here, however, refugee students should not be included in existing teams, all students should be allowed to form teams equally ; they should all have an equal rights in the sports games.
Furthermore, we observed that the Austrian government was developing a 'Mama lernt Deutch' project to support the families of the refugee students. In order not to be subjected to linguistic racism, refugee mothers are given language training and foster care is provided to mothers with young children. The sewing machines, taken in partnership with the 'Garbaraj System', enable refugee families to come together in a social environment. Thus, refugee women who can use the clothes they sew can also find the opportunity to socialize with other people.
We have learned that a common attitude towards racism is very important in school and that showing a common attitude with understanding and clear rules to the refugee students who are piling pain in their pockets and the students, teachers, parents will reinforce their sense of belonging within the education system.
We visited the institution during our training. We visited the 'Schule der Stadt Wien' school in Vienna, where refugee students were concentrated; we had the opportunity to chat with their administrators and teachers. We consulted with them on how they included refugee students in the system in their schools, how they dealt with linguistic problems, psychologically correct approach methods. By asking questions about education policies, we had the opportunity to compare it with our own education policy. We observed that some practices differed within the education system of refugee students in our country. For example, refugee students are not allowed to speak their native language within the school and are allowed to learn German through constant exposure to the language. Foster care for young children is being provided for refugee students' families to learn the language. Students with a tendency to violence in the school are taught by a teacher alone in a separate classroom for a week to question the reasons for his behaviour. In sporting activities, we observed that refugee students are very successful and they try to express themselves through sport. At the school we visited in Vienna, we observed that primarily linguistic and behavioural problems are being addressed.
Our another institution visit was a small foundation that our course instructor voluntarily opened for refugees. The foundation was funded by volunteers. At the foundation we saw seating groups, a library, sewing machines, sports equipment, bicycles. They said refugees who wanted to come here could eat, read books and socialise. They also said that volunteer teachers provided linguistic support by giving lessons to refugee families. An African Refugee University student who we met at this foundation stated that thanks to this foundation, he did not have to stay on the streets and it contributed to the physical and linguistic needs of him until he obtained a residence permit. Encountering a concrete example has contributed more to our concept of refugee feeling.
The linguistic training that our project participants received before to mobility and the linguistic and cultural interaction during mobility have given them awareness of European culture. The museum visits, the traces we find from our own culture in Vienna, have created cultural awareness.
We have seen both in the education we have received and in the institutions we have visited that one of the main problems of refugee students is their linguistic problems. Students who are unable to express themselves tend to be nonconformist and violent after a while. We need to be tolerant and stable to include them in the education system, to engage them in group work; to gain self-confidence and belonging by giving them responsibility; to engage them in sporting and social activities; and to provide psychological support to them.
With our project we are familiar with examples of academic and psychological good practice and educational approaches of refugee students within the education system in Europe. By adapting these to our institution, we aim to be 'unit' in our school culture and to spread the awareness that our refugee students are not separate from us but 'we' in our entire school. We aim to keep our dissemination efforts alive at all times by incorporating our experiences into our school strategic plan and announcing them throughout our province, district and country.
